Building in Boerne: city vs. Kendall County

Inside city limits, permits come from the City of Boerne’s Permitting and Code Compliance office. If any part of your lot is in a FEMA flood zone or one of the city’s own mapped local floodplains, you’ll need a floodplain permit. The city sets the lowest floor 1 to 2 feet above the base flood elevation, depending on which flood study applies.

Outside city limits, Kendall County uses a single Development Permit for your septic, well, the home and any flood-zone work. Septic and well installs wait for the county’s sign-off. Kendall County doesn’t issue a residential building permit, so there’s no county building inspection. We build to the International Residential Code anyway and log every phase with photos.

Wells: Kendall County is in the Cow Creek Groundwater Conservation District. New wells need a Certificate of Registration before drilling. The simplest exempt well status is for tracts over 10 acres, and lots inside a water utility’s service area need extra sign-off.
