Comfort is easy to fall for. A historic main street, big live oaks, Cypress Creek meeting the Guadalupe, and real acreage still within reach of San Antonio. It’s also a place where building takes some local know-how. There’s no city hall here. Your permit, septic, well and flood zone all run through Kendall County and the local groundwater district, and that’s exactly where out-of-town builders lose weeks.

Building in Comfort: what’s different
No city permit doesn’t mean no rules. Comfort is unincorporated, so there’s no city building permit. Kendall County uses one Development Permit that covers your septic, well, the home itself and any flood-zone work. Septic and well installs can’t start until the county signs off. We pull the permit and keep it moving.
Septic is part of the plan from day one. Unless your lot ties into a public sewer line, you’ll need a septic system designed for your soil and permitted through the county. On rocky Hill Country ground that often means an aerobic system, which comes with a required maintenance contract. We price it upfront, not as a surprise halfway through.
Register the well before the rig shows up. Kendall County is in the Cow Creek Groundwater Conservation District. A new well needs a Certificate of Registration before drilling, and the simplest “exempt” well status is for tracts over 10 acres. If your lot sits inside a water utility’s service area, expect extra paperwork. We’d rather sort that out before you close on the land.
Know your flood zone before you fall for the creek lot. Parts of Comfort sit along the Guadalupe and Cypress Creek, and both have flooded hard in recent years. If any part of your build touches a mapped flood zone, the county can require an elevation certificate, and your floor height gets set off the base flood elevation. We check this on the first site visit.
No county inspector checks your framing. Kendall County doesn’t issue a residential building permit, so there’s no county building inspection. We build to the International Residential Code anyway and log every phase with photos, so you can see what’s behind the drywall.

Comfort building FAQ
Do I need a building permit to build a house in Comfort?
There’s no city permit because Comfort is unincorporated. Kendall County’s Development Permit covers septic, well, the home and any floodplain work. We handle the application.
How much does it cost to build a home in Comfort?
Our BuildSmart homes are $250 per sq ft of conditioned space, garage and covered porches included. Fully custom homes are priced from your plans. The wild card is your land: septic, well, driveway and power can swing the budget, so we walk the lot before we give you a number.
Can I build near the Guadalupe or Cypress Creek?
Often, yes, but flood-zone rules decide how high the floor sits and what permits you need. We check the flood map and elevation before you commit.
