New Homes, Remodels and Flood Rebuilds in Ingram, TX
Ingram is river country. Johnson Creek meets the Guadalupe here, the Hill Country Arts Foundation sits on the water, and a lot of families have been on the same piece of land for generations. It’s also been a hard couple of years. The July 2025 flood hit the Ingram and Hunt corridor, and July 2026 brought water back again.
Big Country Design & Construction is based in Kerrville, about 10 minutes away. Since 2025, a big part of our work has been helping Ingram-area families rebuild: permits, elevation certificates, flood-smart materials and a real schedule. We build new homes and additions here too.

Building and rebuilding in Ingram: what to know
City or county? It depends on your address. Inside Ingram city limits, building permits come from City Hall and the city’s floodplain administrator handles flood-zone work. A lot of “Ingram” addresses, including much of Highway 39, are outside city limits. Out there, Kerr County Engineering runs floodplain permits. We confirm which one applies on the first visit.
Most flood repairs need a permit. Mucking out, drying, tarping and boarding up don’t. Roofs, framing, walls, drywall, cabinets, and electrical, plumbing and HVAC work do, if any part of the house touches a mapped flood zone. Skipping the permit can come back to bite you at sale or insurance time.
The 50% rule decides how you rebuild. If repairs cost 50% or more of the home’s pre-flood market value, it’s “substantially damaged.” The home then has to meet today’s flood rules before work goes forward, which usually means raising the lowest floor. With water coming back in July 2026, some homes may get a second determination.
How high? At least a foot above flood level. Ingram and Kerr County both set the lowest floor at a minimum of 1 foot above the base flood elevation, and going higher is smart. You’ll need an elevation certificate from a licensed surveyor. We coordinate it.
Every new septic system now needs a permit. Since August 7, 2026, Kerr County requires a permit for every new septic system, no matter how many acres you have. Parts of Ingram have city sewer, so we check before we design.
Wells: register first, and mind your acreage. Kerr County is in the Headwaters Groundwater Conservation District. New household wells must be registered at least 10 days before drilling, and the minimum tract size depends on when your land was subdivided.

Ingram building and rebuilding FAQ
Do I need a permit to repair flood damage in Ingram?
Usually, yes. Cleanup and drying don’t need one. Structural, drywall, cabinet and electrical, plumbing and HVAC work in a mapped flood zone needs a floodplain permit from the City of Ingram or Kerr County, depending on your address.
What is the 50% rule?
If repair costs reach 50% of the home’s pre-flood market value, the home is “substantially damaged” and must meet current flood rules, usually by raising the floor. NFIP flood insurance policyholders may get up to $30,000 toward that through Increased Cost of Compliance coverage.
How high does my new floor have to be?
At least 1 foot above the base flood elevation in Ingram and unincorporated Kerr County. Going higher can lower insurance costs and risk. An elevation certificate confirms it.
Do I need a septic permit if I have more than 10 acres?
For a new system, yes. Since August 2026, Kerr County requires a permit for every new septic system.
Do you build new homes in Ingram, or just rebuilds?
Both. New homes, additions and remodels are a big part of our work. We also build in Kerrville, Fredericksburg and Boerne.
